Since Jose was ill Kintira held the meeting.

Meeting started with prayer by Tom Freeman.

Since there was no agenda, Kintira held the meeting in open forum.

Patricia discussed the need for letter of support for some grants she is applying for in connection with properties being purchased in this area. Would like to make 238 Stricker a commercial place with a restaurant, art and creativity, apartments. 200 S. Parrish Street would be a garden, community space.

McHenry and Gilmor would like to have apartments. Commercial, manufacturing.

How do we get neighbors and those interested in coming to meetings.

Patricia needs to have some way to keep our meetings handy and that they occur on 4th Monday of month. We will send her an email.

Nancy has all the gifts for Mother’s Day event in community. Flowers will be provided by Church of Nativity. Council will provide drinks and chips. This year we will also honor a Mother of Mount Clare.

Treasurer’s report given - $6820 in treasury plus $181.16 in dues collected. Balance $7000.30

Members paying dues through Cash App were advised that our Cash App on website does not work.

Jeff would like meeting minutes to go out to neighbors in Spanish. How do we invite neighbors who are Hispanic to our meetings. We need a translator to advise them of meetings in person and on zoom. How do we connect with Spanish neighbors – get together in the park.

Jeff and Nicole are forming the Community Engagement Committee to find ways to invite our Hispanic neighbors and get them involved in the community. They will initiate a calendar to tell of our meetings, etc.

Melanie knows of a caterer if we need one.

Our next meeting will be on May 19, 2025 at 6 PM since the 4th Monday is Memorial Weekend.

Meeting started with prayer by Tom Freeman

Melanie reported Tony Scott is now Executive Director of SWP. Applications have been sent out for string and cameras. Hollins Market would like to host our meeting in August. Jeff Campbell is representative for Mount Clare. A grant given for planters in Mount Clare which will be awarded to Affordable K. They will also build planters for Cole Street Gardens.

Dumpster Day is Friday, May 23. Someone needs to be there. Linda Lomax and Nana Asare will take care of watching the dumpster.

June 25 there will be a walk through the neighborhood.

Tom gave the expense report. We started with $7001.81. After expenses our balance if $5,491.49.

Patricia Ofori mentioned two homes renovated have been sold. They are working on using other properties for multi-family, industrial, commercial use. Vacant spaces would like to be used for places where children can play. Jeff likes the idea of place for children to play.

April Patterson thanked us for letter of support. We would like to have Civic Works help with projects in Mount Clare. We need funding for a new welcome sign to replace one destroyed.

States Attorney’s Office now new personnel. We should attend the Southwestern Police meetings on last Tuesday of month at 6 pm. Need to form a Crime & Safety committee. There have been many issues lately at Cole and Gilmor Streets. Need volunteer to head this committee.

Community & Engagement Committee – will they take care of National Night Out. Need to contact local law enforcement, fire department, etc. to attend. Will Nicole McDonald head this up? Understand we now have to pay for park permits of $250.

Do we want to combine our NNO with another neighborhood? Like Hollins Market. Where would it be held? Need sponsors, vendors, etc. How to we get people from Mount Clare to another location if they do not have transportation or cannot walk long distances.

Tom Freeman led meeting in prayer

Shayla Rose discussed street calming, the locations where needed. Also bump outs for needed streets. Nancy suggested 400 block of Gilmor as speeding is constant in that block and many sideswiped autos have occurred. It will be Fall when locations will be known.

Grants given to Mount Clare were discussed. Large grant from AARP $25,000 for sidewalk repairs. There are many that need repair and at crosswalks. If you know of a bad sidewalk or at your property please advise Melanie.

Grant for alley gates. Grant for Cole Street Garden planter boxes and for street planters.

If you see trash in area take photos, call 311 and report the trash. Much is at monument area and in planters around it.

Someone asked if diagonal parking is wise in some areas.

Clay Pots will have a dumpster from June 28 to July 1.

Howard mentioned safety walk from W.Baltimore Street and Carey

Health Dept. to put drug box at Traci Atkins to dispose of needles to keep away from kids.

What about box in the round about at Mount St. Boxes have to be mounted and drilled on concrete surfaces.

Meghan Cardoso spoke about string lighting and cameras. Have to know end of week how many are needed. Also door bell cameras available but you must have wifi. Cameras should be registered with citywide program so events can be monitored by police.

FINANCE
Tom gave finance report. With grants, etc. our balance $36,294.49. Paid out $2,500 to Kyle Camp for gardening work and planters leaving balance of $33,082.49.

Twan who runs garden at Calhoun Street said they are hiring, especially Spanish speaking persons. Need flyers made – on Tuesday from 12-6 have food.

Nicole McDonald has agreed to lead National Night Out, the first Tusday in August. We have to contact those involved to see if they will participate again and also new venders, etc.

Nancy wants to start bingo on Friday night which will be monthy. Has all the equipment and cards Will give prizes to start and have raffle. Tom mentioned having security as there will be month involved. Nancy needs about 5 volunteers for the bingo. Will has agreed to halp.

Will also said he will be In charge of an outreach newsletter for community – Tom will help him.

Tony Scott talked about the SWP open house on July 12. Can Mount Clare have a table? It would be great if they did as they could share with others involved their successes.

Tony mentioned if you need a grant they will be submitting small grants. Your project needs to be completed within two years. Grants will be announced in December and money may not be received until following March. Grants will be submitted next week.

Lamar from Clean Corp. stated that clean up for Mount Clare starts August 4 There will be clean up of Traci Atkins Park and Memorial area for NNO August 5. Also August 8 there will be a dumpter at 1600 McHenry. If you wish to help be there between 7-8 am.

Melanie mentioned that grant approved for alley gates and will get them next year.
NNO is all set. Church of Nativity doing food – fire department, police, Clay Pots and AARP will be there. Have to notify marching band to be present. Need volunteers to set up. Jose will be at Park about noon. Will Council have a table at NNO? AARP will have a table with t-shirts and various items. Jose will provide a speaker and Tony from Parks and Rec will be contacted regarding a permit.

Jose has gotten grant to have a large number of City lots cut during the summer. It was mentioned about putting murals on large planter pots to keep them from being written over.

We talked about the increase in our insurance by Selective. We may be able to get a company with a cheaper rate.

Jeff Campbell is giving out laminated cards with Council information regarding meetings.

Senator Hayes spoke of the surplus the State has and all the districts he covers. He mentioned State will have to make up for Medicaid that will be lost by many Marylanders. Much also goes to city projects State has been great in keeping our MTA without any changes. Melanie said there will be more benches at bus stops in Mount Clare.

Tom Freeman gave the financial report. Balance $37,043.49. Some of the expenses was payment to Kyle Kemp for planters and grant for cutting 35 lots. Nothing has been found out about replacing the broken sign in the circle due to an auto knocking it down.

Mia Morrison talked about the pantry they started at 1502 McHenry and that is going well. Mainly dry goods.

Next meeting will be held at Hollins Market on August 25, 2025. It will be catered and we have a $500 budget for food.

Sgt. Atanacio gave his report of the crime stats for Mount Clare such as robberies, assaults, etc.

Patrick Filbert reported on green spaces and how our murals and community garden enhance community and that garden at McHenry is eligible as a protected space for 100 years.

Monica Cooper is with State’s Attorney’s office. Mentioned that in prosecuting persons they take into consideration social issues and get help for those persons. Mr. Bates believes in quality of life. If you do not want unwanted people on your property you should have a NO TRESPASS sign visible in order to get police to remove them. In commission of crimes impact statements are encouraged in order to prosecute those coming crimes and that have affected you.

Elaine Pollack from United Way discussed evictions, family stability, financial assistance. Located in Community Engagement Center. She explained the application process for getting assistance for families in need.

Alliison Cheatle from Pigtown requested letter of support. Wants trash cans for Carroll Park and have them emptied. Also a weigh station. Council voted unanimously in support.

Jeff Campbell mentioned that at CCBC there is now open registration and 90% don’t pay tuition. Wants to draw up new Bylaws and will help with Halloween Bingo.

The Morrisons community fridge is open at 1502 McHenry. Accepts ready to eat foods, vegetables and canned goods. It is good to label, date and give ingredients.

At 1500 McHenry there is a free library. It is in need of books.

Dymeah Casey is from police department. She talked about the reform goals of the department and in conformance of the Consent Decree. She explained the necessary training and progress made. She gave a handout at the meeting which explained the process. Also gives the contact information.

Sarah from Community Engagement Center said they have a youth program and will send the information. Every Wednesday they have food give away – 60 bags produce 30-bags prepared meal first come first served.

There is going to be a walk from Carey to McHenry Streets on Wednesday.

The planters were replanted and now look beautiful.

The City is responsible for the asphalt put in the sidewalk cracks and at crosswalk. 1500 block of McHenry has bad sidewalks. Damage due to construction.

Working on street calming, speed bumps etc. Melanie to bring paperwork.

Mia talked about the community fridge and pantry. It is going well They have ready to eat and other foods. They will also take ingredients. No war or expired foods are accepted.

There are bills for vacant lands to become parking lots and to build houses out to the property line. Need more greenery, tree stumps removed. Call 311 if issues persist. Meghan talked about all the trees that they have had planted in her area.

Think about what you are passionate about in your community. What you can bring to the group. There was mention of more murals and about alley gating. We have many different cultures in our community.

We also need to get more involved with community by having more events including community loke our toy drive and affairs in park like movies, etc.

Sgt. Anatacio reported on crime – shoplifting, house robberies. Their meeting to be held at police station Oct. 28, 2025. It was mentioned about cameras being hooked up into police but that program is no longer available. It was mentioned about homeless lighting fires and living in alleys. It was suggested that in all those cases call 311.

Sarah talked about syringes on the street. There are supposed to be boxes to put them in

Anne and Megan from St. Paul’s Place talked about services provided. Showers, food, case management, Outreach in area – shelter lacking. Health clinic in Pigtown not equipped to deal with syringes. There are pros snd cons regarding containers. Megan mentioned they would come to Mount Clare about assistance.

Eric James from Dept of Transportation is with District 9 and work with SWP. Can contact him regarding traffic lights out, wanting speed bumps. It was mentioned that 1638 Cole received citation for sidewalk. City repairs and charges owner. Jose did not hear back about a request he made. Some alley drains are clogged and do not drain water.

Who gets citatons – damage to sidewalks reported. Call 311 regarding citations. Also reported was lights at 300 S Calhoun St.

Dionte Edwards running for Delegate is working on getting homeless housed.

Meghan C from SWP talked about string lights – parts ordered and to be installed in November.

Housing committee working on renters rights and to own. Organizing workshops in leadership. 60% of persons in Mount Clare are renters.

Melanie S mentioned a $2,000 grant for cleaning areas in Mount Clare.

Halloween Bingo was great. Though many were not there everyone had a fun time and asked when next one would be. So it should promote more people. Next bingo Valentine’s Day Feb. 13, 2026.

It was asked asked about having meetings November and December due to holidays. November meeting will be the regular 4th Monday, Nov. 24, and December will be December 15.
